LET ME BEGIN BY ASKING WHY SUCH AN EARLY START TO THE 2016 SESSION?>>WE HAVE THIS EARLY START AROUND THE TIME THAT THE CENSUS IS PERFORMED, THAT ALLOWS THE CENSUS TO BE DONE, REAPPROPRIATE RATION OF POPULATIONS AND DISTRICTS TO TAKE PLACE, PRIOR TO THE START OF THE LEGISLATIVE SESSION, IT ALLOWS MORE TIMETOR THESE THINGS TO HAPPEN. SO IT’S WORKED OUT WELL, ALLOWS MEMBERS MORE TIME TO BE IN THEIR DISTRICT, SO FOR THAT REASON, NON-ELECTION YEARS WAS THE THOUGHT TO TRY THIS ON A REGULAR BASIS. I BELIEVE YOU’LL SEE WE’LL HAVE A MORE CONGENIAL ATMOSPHERE IN TALLAHASSEE. FRANKLY WE’RE LOOKING FORWARD TO THAT.>>REPRESENTATIVE HILL.>>I THINK WE’RE GOING TO SEE MORE OF THIS COMING SESSION MORE TAX CUTS, REPRESENTATIVE GAETZ DOES A FANTASTIC JOB CHAIRING FINANCING TAX COMMITTEES SO WE’RE GOING TO SEE AGAIN BROAD-BASED TAX CUTS, REDUCTION IN UNNECESSARY RULES AND REGULATIONS, AND WE’LL SEE THOSE THINGS THAT LEAVE MORE MONEY IN THE POCKETS OF BUSINESSES, AND INDIVIDUALS, THAT IS WHAT IS MAKING OUR STATE SO PROSPEROUS RIGHT NOW.>>REPRESENTATIVE GAETZ.>>I THINK WE’RE GOING TO FOCUS MORE ENHANCING THE LIBERTY INTERESTS OF OUR CITIZENS WHETHER THAT’S ENSURING CITIZEN CAN EXERCISE THEIR RIGHTS ON THE SECOND AMENDMENT AND OPENLY CARRY FIREARMS OR WHETHER PEOPLE WILL BE ABLE TO HAVE THE CHOICE TO USE RIDE SHARING COMPANIES LIKE UBER OR LIFT OR OTHERS. AS REPRESENTATIVE HILL SAID PEOPLE ENHANCE THEIR LIBERTY WHEN THEY GET TO KEEP MORE OF THEIR OWN MONEY SO I EXPECT IN A TIME WE CAN HAVE SURPLUS AROUND A BILLION DOLLARS THAT INSTEAD OF KEEPING THAT MONEY FOR GOVERNMENT REONE TO IT THE KITCHEN TABLES MANY FLORIDA.>>WELL SAID BY MY COLLEAGUES. FOR THE LAST FIVE YEARS SINCE 2010, WHEN THE OIL SPILL OCCURRED OUR COUNTY AND CITY AND STATE LEADERS HAVE BEEN DEALING WITH THE FEDERAL GOVERNMENT AND TRYING TO CREATE A MECHANISM TO DELIVER THAT MONEY BACK TO THE IMPACTED AREA. WE HAVE WORKED FOR HOURS, FOR MONTHS AND NOW WHEN THE SETTLEMENT SAY NOUNSED MUCH OF THE MONEY HAVE BEEN SHIFTED BACK TO THE COVERS OF TALLAHASSEE. THAT’S CONCERNING BECAUSE THERE’S NO PROTECTION IN THERE THAT GUARANTEES THAT THE 75/25 FORMULA SENATOR GAETZ INTRODUCED WILL BE PROTECTED DURING THE 15 YEAR PAY-OUT. IT HAPPENED HERE, IT DID NOT HAPPEN IN MIAMI OR ORLANDO OR JACKSONVILLE AND IT NEEDS TO STAY IN THE IMPACTED AREAS.>>TO ADD TO THAT IS 1.5 BILLION OVER THE NEXT 15 YEARS? ARE THOSE NUMBERS CORRECT?>>IT’S 100 MILLION, THE INSTALLMENT IS # HUNDRED MILLION A YEAR DIRECTLY INTO OUR ECONOMY TO BUILD OUR JOB BASE.>>THAT’S JUST FOR ECONOMIC INCENTIVES THAT ARE A RESULT OF THE STATES’ SETTLEMENT SO THERE’S TWO POTTS OF MONEY. ONE POT THAT RESULTS FROM THE FEDERAL GOVERNMENT’S LAWSUIT AGAINST THE BP DEFENDANTS, ANOTHER THAT RESULTS FROM THE STATE OF FLORIDA’S LAWSUIT AGAINST THE BP DEFENDANTS. THE MONEY THAT COMES AS A RESULT OF THE STATE OF FLORIDA’S LAWSUIT GOES TO AN ENTITY CALLED TRIUMPH GULF COAST. THAT ENTITY HAS FIVE PEOPLE SERVING ON IT ALL WHOM ARE NORTHWEST FLORIDANS AND CHARGED TO DEPLOY THAT MONEY DIRECTLY HERE TO NORTHWEST FLORIDA. OUR JOB IS TO TO MAKE SURE IN THE UPCOMING APPROPRIATIONS PROCESS ALL 300 MILLION THAT IS STATUTORILY SUPPOSED TO GO TO TRIUMPH GULF COAST IN FACT GOES THERE ARE AND OUR COLLEAGUES FROM AROUND THE STATE DON’T GO CHANGE THE STATUTES. IT’S A DIFFERENT STORY AS IT RELATES TO THE FEDERAL GOVERNMENT’S MONEY. IN EVERY OTHER GULF COAST STATE A SYSTEM WAS SET UP SO THE STATE HAD A ROLE IN DISBURSEMENT OF THE FUNDS, IN LOUISIANA IT WENT THROUGH THE LEGISLATURE, HE CAN TECHS THE GOVERNOR’S OFFICE. ALL THE GOVERNMENTS IN NORTHWEST FLORIDA DIDN’T WANT TO IT GO THROUGH THE STATE. SO THEY LOBBIED SENATOR NELSON AND HE GOT A STATUTE THAT ESTABLISHED CONSORTIUM OF LOCAL GOVERNMENTS SO THE MONEY WENT TO THEM. THAT CONSORTIUM INCLUDED LOCAL GOVERNMENTS THAT ARE NOT IN THE PANHANDLE, WHEN THEY FEW YOU ARED OUT THEY OUTNUMBERED THE NUMBER OF COUNTIES IN THE PANHANDLE THEY TOOK A VOTE AND AGREED TO NOT SEND A LION’S SHARE OF THOSE FUNDS TO OUR COMMUNITY. PART OF THE DEFICIENCY WHEN IT COMES TO FEDERAL GOVERNMENT’S ALLOCATION OF FUNDS FROM THE LAWSUIT RESULTING FROM THE FACT THERE WAS AN ABERRATION IN THE FEDERAL LAW THAT TREATED FLORIDA DIFFERENTLY THAN EVERY OTHER GULF COAST STATE EFFECTED BY THE OIL SPILL BY NOT INCLUDING THE GOVERNOR’S OFFICE OF LEGISLATURE.>>SO WHAT CAN WE DO AS CITIZENS OF THE NORTHWEST FLORIDA AREA THAT WAS ACTED IN>>WE HAVE TO MAKE THE CASE AS REPRESENTATIVE BROXSON SAID NOW IT’S GAME TIME. THE MUCH WILL START TO SHOW, WE HAVE INFRASTRUCTURE NEEDS IN THIS COMMUNITY WE HAVE TO ADDRESS. AND BY POLITICAL MIGHT OR WILL, WE HAVE TO MAKE YOU ARE ARGUMENTS AND THEY HAVE TO BE GOOD, THEY HAVE TO BE EVIDENCED IN THE ECONOMIC DAMAGES, THAT WE SUFFERED AND THE NEED TO DIVERSIFY OUR COMMITTEE. REPRESENTATIVE INGRAM IS CHAIRMAN OF THE TRANSPORTATION TOURISM AND ECONOMIC DEVELOPMENT APPROPRIATIONS COMMITTEE SO WE WILL LARGELY LOOK TO HIM AS A LEADER IN OUR DELEGATION TO ENSURE THAT THOSE APPROPRIATIONS ARE MADE ACCORDING TO LAW.>>ANOTHER THING, THIS IS JUST ANOTHER FACET AND APPRECIATE THE PRESSURE, BUT ENSURING AGAIN SO MUCH OF THE — SO MANY FUNDED COME THROUGH SO FAR WHETHER IT’S THE NERDA FUNDS OR THINGS HAVE GONE TO ENVIRONMENTAL RESTORATION. THERE IS A SEGMENT OF THE POPULATION THAT WOULD LIKE TO CONTINUE TO TAKE THE FEDERAL STATE LAWSUIT FUNDS AND APPLY THOSE ALMOST EXCLUSIVELY TO ECONOMIC OR BEG PARDON, TO ENVIRONMENTAL PROJECTS UNDER THE GUISE OF THEM IN A ROUND ABOUT WAY BEING GOOD FOR THE ECONOMY. THESE FUNDS TO ME EXCLUSIVELY NEED TO BE SPENT ON ECONOMIC RESTORATION AND PUTTING THE ECONOMY IN A BETTER POSITION AND THEY NEED TO BE TRANSFORMATIVE. D FORKED BY WE’LL NEVER HAVE AN OIL SPILL AND HOPE WE NEVER HAVE TO DEAL WITH THAT AGAIN BUT THESE OUR FUNDS WILL NEVER HAVE IN THIS WIND FALL MANNER AGAIN SO WE NEED TO DO SOMETHING TRANSFORMATIVE TO OUR ECONOMY TO ADD A LEG TO THE STOOL OF OUR ECONOMY TO BOLT BOLSTER THE TOURISM AND AGRICULTURE OF OUR ECONOMY SO HOPE TO TAKE THAT INTO ACCOUNT.>>WHEN YOU STAY SAY TRANSFORMATIVE WHAT DO YOU SEE? ANY JUMP IN.>>AS COMPANIES LOOK AT LOCATING HERE IN NORTHWEST FLORIDA, LIKE AA TYPICAL CRITICISM THAT WE HAE IS LACK OF TRAIN AND EDUCATED WORK FORCE. WE OBVIOUSLY HAVE PEOPLE TRAINABLE, BUT PUTTING MONEY TOWARD A THOUGHTFUL SYSTEMIC PROGRAM TO HELP US CONTINUE TO HAVE A TRAIN WORK FORCE THAT’S READY TO GO AT DROP OF A HAT THAT SOMEONE WANTS TO BUILD ANY TYPE OF CLEAN MANUFACTURING PLANT HERE, ANYTHING, WE’RE OPEN TO ANYTHING THAT WILL GROW OUR ECONOMY AND THAT DOESN’T DO DAMAGE TO MAKE SURE WE HAVE A WORK FORCE READY THE GO TO WORK, NAVY FEDERAL IS FACING THAT, WITH WE’LL HAVE 10,000 JOBS HERE. THEY HAVE TO HAVE FOLKS ABLE TO GO AND DO THOSE JOBS THAT SENATOR OPENS UP. SO THINK THAT’S A WORTHY CAUSE TO LOOK AT AND REQUIRES FUNDS TO DO.>>I AGREE WITH REPRESENTATIVE INGRAM COMPLETELY. I’M HONORED TO SIT ON THE TRANSPORTATION IMPORTANCE SUBCOMMITTEE THIS YEAR AND WE KNOW THAT THE WIND OF PANAMA CANAL WILL BE HUGE, BRINGING A LOT OF TRADE FROM THE FAR EAST INTO OUR AREA, PART OF BP MONEY IS USED TO EXPAND THE PORT, CAPABILITIES TO BRING IN EVEN MORE OF THAT TRAFFIC, THERE IS A CERTAIN SPOT OUT IN THE GULF OF MEXICO WHEN YOU GET THIS BUOY THAT PENSACOLA’S ACTUALLY THE SHORTEST DISTANCE SHORELINE FROM THAT PARTICULAR BUOY SO IF WE CAN EXPAND OUR PORT WHERE IT CAN ACCEPT LARGER CARGO, LARGER SHIPS, THAT CAN ADD A LEG TO OUR ECONOMIC GENERAL HERE.>>VERY WELL. LARGELY THIS IS FROM THE VIEWER SAYING THIS, BECAUSE OF PARTY AFFILIATION. WHERE ARE WE WITH THIS AS WE HEAD TO 2016?>>WE’RE NOT GOING TO EXPAND MEDICAID BECAUSE IT’S BAD DEAL FOR FLORIDANS. RIGHT NOW ONE IN EVERY SIX FLORIDANS IS ON MEDICATE AND IF YOU — MEDICAID. IF YOU LOOK AT STATES THAT EXPAND IT THAT FULLY IMPLEMENTED OBAMA CARE, LOOK AT CALIFORNIA ONE IN EVERY THREE CALIFORNIANS IS ON THEIR MEDICAID PRODUCT. SO THAT MEANS THAT THEY CAN’T RAISE TAXES ENOUGH TO PAY FOR THE PROVISION OF THOSE HEALTHCARE SERVICES TO THAT WIDE A SEGMENT OF THEIR POPULATION SO WHAT DO THEY DO? CUT REIMBURSEMENT RATES TO THE PROVIDERS THE PHYSICIANS HOSPITALS, THE CHIROPRACTORS THE NURSES AND THEN WHEN YOU CUT RATES FOR PROVIDERS FEWER PARTICIPATE IN THE PROGRAM. SO NOTHING IS CRUELER THAN TELLING PEOPLE THAT THEY HAVE HEALTHCARE COVERAGE BUT THEN CREATING A SYSTEM THAT IS SO FLAWED AND DISJOINTED THEY CAN’T GO SEE SOMEBODY TO GET TAKEN CARE OF. IF YOU WANT CATARACTS SURGERY AND YOU’RE P ON THE MEDICAID PRODUCT IN THE STATE OF FLORIDA, YOU HAVE TO WAIT BETWEEN 9 AND 12 MONTHS THAT’S OUTRAGEOUS. THE QUESTION IS NOT WHETHER OR NOT TO EXPAND A SYSTEM THAT IS BROKEN, THAT WILL MAKE FLORIDANS HAVE TO PAY MORE AND THAT WILL ULTIMATELY MAKE US LESS SELF-SUFFICIENT AND RELIABLE ON THE FEDERAL GOVERNMENT, THE IDEA IS FLORIDANS TRULY IN NEED ACCESS A SYSTEM TO GET THE TYPE OF LIFE ALTERING HEALTHCARE THEY NEED. OUR APPROACH IN THE HOPS IS TO PUT THE — OUT HOUSE OF REPRESENTATIVES IS PUTTING THE CONSUMER IN CHARGE: IF WE HAD HEALTHCARE SYSTEM THAT WAS MORE LIKE AUTO INSURANCE WHERE YOU GOT TO BUY THE COVERAGE YOU NEED AT A PRICE YOU ARE WILLING TO PAY PEOPLE WOULD COMPETE. OF YOU HAVE TO HAVE HIGH RISK POOLS, WE HAVE THAT NOW, WE HAVE A LOW INCOME POOL, WE HAVE CHARITY CARE REQUIREMENTS, BUT I THINK ULTIMATELY, THE WAY TO SOLVE THE PROBLEM IS HAVING THREE MARKET SOLUTIONS TO PUT CONSUMER IN CHARGE RATHER THAN ENSURING EVERYBODY IS LINKED TO A GROUP PLAN WHERE PROBABLY NO ONE IN THIS DELEGATION NEEDS OBSTETRICS CARE BUT YET EMPLOYERS PROVIDE IT FOR US SO A LA CARTE FREE MARKET SYSTEM. WE PASSED A SYSTEM IN THE HOUSE OF REPRESENTATIVES, A YEAR AND A HALF AGO AND THAT WASN’T REVIEWED BY THE FLORIDA SENATE. I BELIEVE IN THE COMING MONTH AS THE SENATE REALIZES THAT THE HOUSE WILL N NT BE EXPANDING MEDICAID, THAT WE MAY GET A THOROUGH HEARING FOR THOSE FREE MARKET IDEAS.>>I AGREE WITH REPRESENTATIVE GAETZ 100% T. REASON I WAS COMPLETELY AGAINST EXPANDING MEDICAID NOT ONLY FOR THE REASON REPRESENTATIVE GAETZ SAID BUT ALSO WITH THAT EXPANSION WE COULDN’T CHOOSE WHO THE POPULATION BASE WAS GOING TO BE WITH THAT EXPANSION. THE EXPANSION SAID THAT ANYONE WHO IS WITHIN 138% OF THE POVERTY LEVEL AND WAS ABLE BODIED ADULT WOULD BE ELIGIBLE FOR THE EXPANSION. THE FLORIDA HOUSE SAID WHY CAN’T WE EXPAND TO THOSE TRULY IN NEED, WE HAVE PEOPLE ON WAITING LIST WHOSE ARE DISABLED BLIND AND ELDERLY ORIGINALLY INTENDED FOR, CAN’T WE EXPAND FIRST? THE RESPONSE WAS NO, EXPAND TO THE ABLE BODIED ADULTS. FOR ME THAT WAS A SHOW STOPPER RIGHT THERE. INSTEAD OF 4 — IT’S AT 44 YEAR LOW. EDUCATION FUNDED AT HIGHEST LEVEL. TOURISM IS UP EXPECTING OVER A MILLION VISITORS THE END OF THIS YEAR. FLORIDA HAS BECOME A PLACE OF DESTINATION.>>30 SECONDS.>>PANHANDLE IS A GREAT PLACE TO LIVE, CLEAN WATER, FREIGHT NATURAL RESOURCES WE NEED TO MAKE SURE WE PROTECT THE MONEY THAT’S OURS FROM THE BP OIL SPILL.
