TONIGHT WE WRAP WITH CANDIDATES IN ESCAMBIA COUNTY RACES. OUR FIRST QUESTION TONIGHT, WITH THE DESTRUCTION OF THE JAIL ESCAMBIA COUNTY IS HOUSING INMATES AND OTHER COUNTIES AND FACILITIES, AT A COST OF $450,000 A MONTH. HOW CAN THE SITUATION BE IMPROVED PRIOR TO THE CONSTRUCTION OF A NEW JAIL?>>I THINK FIRST AND FOR MOST LOOK AT THE COST EFFECTIVE WAY TO MANAGE THAT, IT’S MY UNDERSTANDING THAT THERE WAS A OFFER MADE BY WALTON COUNTY FOR A SIGNIFICANTLY LOWER COST TO HOUSE THE INMATES AS WELL AS TRANSPORT THEM. AND SO I THINK YOU HAVE TO LOOK AT WHAT THE MOST COST EFFICIENT WAY TO DO THAT. IF WALTON COUNTY IS WILLING TO DO IT LOWER COST WE SHOULD HAVE DONE THAT. IT’S ALSO MY UNDERSTANDING THAT FIGURE IS INFLATED BECAUSE THERE’S FIXED COSTS WITH HOUSING WHETHER HERE OR THERE. THE OTHER ISSUE NOT DISCUSSED AS PART OF THE THAT IS THE FACT WITH PRISONERS SO FAR AWAY, IS NOT ABLE TO SEE THEIR PUBLIC DEFENDER, IT’S BECOMING A BURDEN ON THE COURT SYSTEM SO THERE’S MANY ISSUES WITH THAT.>>JUST A REMINDER WHEN YOU U HEAR THAT DING THAT’S A FIVE SECOND WARNING THAT YOUR 45 SECONDS IS ALMOST UP. WE NEED TO REVIEW OUR CURRENT PROCESS AND DETERMINE WHY IS THE PRICE MOVING AND HOW WE LOCK IT IN. THE OTHER THING TO LOOK IN IS WHAT OTHER OPPORTUNITIES IS THERE TO SAVE MONEY? IF WE ARE PART OF THAT PRICE, FIXED ADJUSTS WITH THE INMATES BEING THERE, DOES IT UP COLLUDE TRAVEL AND TRANSPORT TIME, CAN SOME OF THIS BE HANDLED THROUGH VIDEO OR CAMERA OPPORTUNITY? SINDEL YOUR OPPORTUNITY, WHAT RECOMMENDATIONS CAN YOU OFFER TO MITIGATE THIS PROBLEM OF SUMMER TRAFFIC ON PENSACOLA BEACH?>>AS CURRENT APPOINTEE TO THE SANTA ROSA ISLAND AUTHORITY THIS IS A BIG TOPIC OF CONVERSATION FOR US. AS YOU’RE WELL AWARE, WE MOVEED TO THE SUN PASS SYSTEM. ONCE WE HAVE THAT FULLY OPERATIONAL, THAT’S GOING TO MAKE A BIG DIFFERENCE BECAUSE YOU WON’T BE STOPPING ANY LONGERRER, IT WILL BE STRAIGHT TRAFFIC TO THE BEACH. WE’RE ALSO HAVING CONVERSATIONS ABOUT PARKING GARAGE BUT NOT ON THE BEACH, HOW ABOUT BUILDING A COLLABORATIVE WITH GULF BREEZE, PARK IN GULF BREEZE AND BE TRANSPORTED TO THE BEACH THROUGH PERHAPS OUR TROLLY SYSTEM. A LOT COULD BE HANDLED IF WE REALLY LOOKED TO STEP A BACK AND LOOK AT THE TRAFFIC PATTERN, THE TRAFFIC FLOW ON PENSACOLA BEACH, I HEARD A WHILE BACK THEY TALKED ABOUT ROUND ABOUTS WHICH WOULD HAVE BEEN A DISASTER. I CERTAINLY WOULD HAVE NEVER SUPPORT, I HEARD PEOPLE RAISING THE TOLL, CERTAINLY NEVER SUPPORT THAT. IT’S AN ISSUE ON PEAK TIMES LIKE A RESTAURANT, DINNER HOUR IT’S BUSY AND YOU MANAGE THE BEST WAY YOU CAN, THE FERRY WILL EASE IT, TECHNOLOGY WITH THE SUN PASS, AND YOU JUST BE HAPPY THAT YOU HAVE THAT GROUP OF PEOPLE THERE. THE ENVIRONMENTAL PROTECTION AGENCY VERIFIED THE SUPERFUND SITE ON PENSACOLA BOULEVARD HIGHWAY 29 MEETS ENVIRONMENTSAL STANDARDS AND CAN BE DEVELOPED. WHAT PLAN CAN YOU OFFER FOR USE OF THIS LARGE ACHE RABBLING?>>WE HAVE TO — ACREAGE?>>WE HAVE TO HAVE A BIG CONVERSATION. BEING ABLE TO DEVELOP ON A SUPERFUND SIGHT IS NOT SOMETHING TO JUMP INTO QUICKLY. WE KNOW FROM A RESIDENTIAL COMPONENT THERE’S HEAVY CONCERNS WHAT NEEDS TO BE MITIGATED FOR THAT TO OCCUR AND WHO PICKS UP THE COST. IT’S GREAT TO SAY WE HAVE THIS LARGE PIECE OF LAND AND PERHAPS WE CAN DO SOME TYPE OF COMMERCIAL COMPONENT TO IT. BUT IT’S LOOKING AT WHAT IT’S GOING TO TAKE TO MITIGATE A SUPERFUND SITE, PERHAPS IT MEETS EPA STANDARDS BUT WHAT ARE THE STANDARDS THAT OUR CITIZENS EXPECT US TO HAVE? WHAT REQUIREMENTS WILL NEED TO BE MET SO THAT WE UNDERSTAND WHAT WILL BE BUILT THERE WILL BE SAFE FOR EVERYONE. >>THANK YOU MS. SINDEL. MR. BERGOSH.>>IT WAS MY UNDERSTANDING THAT AFTER THE SUPERFUND ANALYZED THE SITE THAT IT WAS READY TO GO, I KNOW IT WAS ONE SITE THAT WAS CONSIDERED FOR THE JAIL. FRANKLY I THOUGHT THAT WOULD HAVE BEEN THE MORE LOGICAL SIGHT FOR THAT FACILITY. GOING FORWARD YOU HAVE TO LOOK WHAT THE MARKET WANTS. WHAT DOES THE MARKET NEED AND WHAT WOULD THAT SORT OF LAND SUIT? I THINK THERE’S NUMBER OF THINGS YOU CAN DO, THERE’S A PARK — YOU CAN DO A PARK, YOU CAN DO A RECREATION THING, YOU CAN DO A PARKING FACILITY, YOU CAN DO AUTO MOTIVE TYPE, THERE’S A LOT OF COMMERCIAL CONSTRUCTION THAT YOU CAN DO THERE. THE PENSACOLA BAY CENTER IS SUBSIDIZED BY THE TOURIST DEVELOPMENT TAX IN THE AMOUNT OF $1.3 MILLION A YEAR. WHAT ACTION IF ANY, SHOULD THE COUNTY TAKE TO ADDRESS THIS FINANCIAL LOSS?>>I THINK A NUMBER OF YEARS BACK, THE PROPOSAL WAS FLOATED TO RECAPITALIZE IT, SO WE CAN GET MORE EVENTS LIKE PENSACON. I HEARD IT SHOULD BE CLOSED UNLESS IT’S SELF-SUFFICIENT. THE MINUTE YOU DO THAT WE LOSE ALL THE CONCERTS TO THE WHARF IN ORANGE BEACH AND DESTIN SO YOU HAVE TO BE BOLD AND LOOK AT RECAN’TIZING IT, ANDS MAKING A — RECAPITALIZING IT AND MORE WORLD CLASS CENTER TO NOT ONLY BRING PEOPLE FOR THE EVENT BUT PEOPLE STAYING OVER NIGHT, HEADS IN THE BEDS. WE HAVE TO BE CREATIVE. MONEY IS RELATIVELY INEXPENSIVE NOW, THERE ARE THINGS YOU CAN DO, BUT THE STATUS QUO HAS TO ENAND RECAPITALIZATION IS THE WAY TO GO.>>MR. CASEY, WHAT IS YOUR RECOMMENDATION FOR DEALING WITH THE FINANCIAL LOSS AT THE PENSACOLA BAY CENTER? I SEE SEVERAL OPPORTUNITIES. YOU CAN MAYBE REACH OUT TO UWF AND SEE IF THEY WOULD TAKE IT OVER. THEN YOU WOULD GET STATE FUNDING. NUMBER ONE, THERE’S THE SCHOOLS GRADUATION, YOU NEED A PLACE FOR THE KIDS TO GRADUATE AND THEY HAVE BEEN UTILIZING THE FACILITY THERE QUITE SOME TIME. POSSIBILITY WE CAN GO BACK TO HIGH SCHOOL WHERE YOU PARTICIPATED AND THE GRADUATION THERE. BUT WE NEED TO HAVE A PLAN WHERE THE ACTIVITIES THAT ARE GOING ON THERE WE CAN MOVE THEM TO OTHER LOCATIONS. THERE’S CONVERSATION ABOUT CONVERTING IT TO A CONVENTION CENTER, A TRUE CONVENTION CENTER. WHEN WE SPEAK WITH HOTELLIERS AND PEOPLE IN INDUSTRY THAT WILL TELL YOU FOR IT TO BE A TRUE CONVENTION CENTER THERE’S GOT TO BE A LOT OF CHANGE. THERE’S GOT TO BE MORE AMENITIES THAT ARE ADDED TO IT. SO AS A COMMUNITY, WHEN WE LOOK AT OUR ELECTED OFFICIALS AND TALK HOLDING THEM ACCOUNTABLE FOR HOW OUR DOLLARS ARE SPENT, WE HAVE TO ASK OURSELF DO WE NEED IT AND WHAT DO WE NEED IT TO DO?>>THANK YOU, MS. CREATING JOBS BUILDING BUSINESS, NOT ONLY MY OWN BUT BUSINESSES FOR OTHER PEOPLE. JOBS WOULD BE IMPORTANT, INFRASTRUCTURE, ROADS, ACCESS. WE NEED TO MOVE FORWARD SIDEWALKS SO KIDS ARE SAFE GOING TO SCHOOL. INVOLVING THE COMMUNITIES, WHERE THAT’S — WHETHER IT’S BULLA OR SOUTH OF OUR DISTRICT, PERDIDO BAY COUNTRY CLUB. WE DON’T HAVE A STRATEGIC PLAN IN PLACE, WHICH MEANS WE ALSO DON’T HAVE THE FUNDING LINED UP TO UNDERSTAND NOT JUST HOW TO TAKE CARE OF PROBLEMS WE HAVE NOW, BUT WE’RE A COMMUNITY CONTINUING TO GROW. SO HOW DO YOU PRIORITIZE THOSE FUNDS? DO YOU CORRECT PROBLEMS NOW AND HOW YOU PLAN FOR FUTURE GROWTH SUCH AS DISTRICT 1 AROUND NAVY FEDERAL WITH POTENTIAL FOR NOT JUST 10,000 JOBS AT NAVY BUT 4,000 AT POTENTIAL COMMERCE PARK NEXT DOOR. WE NEED A GRANT WRITER WITH THIS COUNTY. HOW TO CHASE STATE AND FEDERAL FUNDS THAT WILL HELP WITH THE INFRASTRUCTURE PROJECTS. MOST IMPORTANTLY, WE NEED A STRATEGIC PLAN.>>THANK YOU, MS. SINDEL. MR. I WENT TO 8300 DOOR DOOR TO DOOR, THERE’S AN ENTIRE COMMUNITY THAT FLOODS ROUTINELY TO DONEWAY ROAD, A FLOODED OUT AREA TO REBEL ROAD IN BULLA, DRAINAGE IS THE NUMBER ONE ISSUE, MY PROPOSAL IS FORM A COMMITTEE, TRIAGE IT, GET THE ISSUES LINGERING FOR YEARS, TO THE TABLE AND FIND A SETTLE, FIND A WAY TO SETTLE THEM. ANOTHER ISSUE IS UNSAFE ROADWAYS, PARENTS ARE CONCERNED THE ROADS ARE TOO THIN WITH INSUFFICIENT SHOULDERS. THERE’S ROADWAYS THAT HAD MULTIPLE WRECKS MOBILE HIGHWAY AND BEULAH, I TALKED TO RESIDENCES THERE, WE’RE IN THE PROCESS OF FIXING THAT, MERLIN ROAD TO SORRENTO ANOTHER PROBLEM. PLEASE COMMENT ON WHETHER THE SANTA ROSA ISLAND AUTHORITY SHOULD REMAIN AS CURRENTLY STRUCTURED OR BECOME A DEPARTMENT DIRECTLY UNDER CONTROL OF ESCAMBIA COUNTY.>>THIS IS A GREAT QUESTIO FOR ME BECAUSE I CERTAINLY CURRENLY SIT AS AN APPOINTEE TO THIS BOARD. WE ARE IN THE PROCESS OF DOING A RESTRUCTURE AND LESS THAN MY FIRST YEAR THERE, WE REDUCED THE LEASE FEES OUT ON SANTA ROSA ISLAND WHICH IS PENSACOLA BEACH, WHICH FOR MOST PEOPLE DON’T KNOW THIS, IS OUR COMMUNITY LARGEST PARK. WE DID THAT BY CONSOLIDATING A LOT OF SERVICE SUCH AS PUBLIC WORKS AND PUBLIC SAFETY WITH THE COUNTY. WE WENT FROM OVER 90 EMPLOYEES TO NINE. WE REDUCED THE BUDGET IN HALF, 50%. SO MOVING IT FORWARD IT’S IMPORTANT TO UNDERSTAND THAT, THE ISLAND AUTHORITY SERVES A PURPOSE BUT IT’S ALSO PART OF THE COMMUNITY AND IT’S IMPORTANT AS MOVING FORWARD THAT THAT CONSOLIDATION OF SERVICE CONTINUES.>>MR. BERGOSH YOUR COMMENTS ON WHETHER THE ISLAND AUTHORITY SHOULD REMAIN AS CURRENTLY STRUCTURED OR BECOME A DEPARTMENT OF COUNTY.>>ANY TIME YOU CAN DO FUNCTIONAL CONSOLIDATION AND PROVIDE THE SAME LEVEL OF SERVICE TO THE TAXPAYERS AND CITIZENS WHILE SAYING MONEY IS SOMETHING THAT YOU LOOK AT. HOWEVER I WOULD CAUTION THE FOLKS THAT I HAVE SPOKEN WITH ON THAT OWN PROPERTY THEIR CONCERN ARE THEY GOING TO GET THE SAME LEVEL OF SERVICE. A LOT OF REVENUE COMES IN OUT AT THE BEACH. SO WE HAVE TO MAKE SURE THAT THE SERVICE REGARDLESS OF WHO IS PROVIDING IT, WHETHER THE ISLAND AUTHORITY OR THE COUNTY STAFF, WE GOT TO MAKE SURE THE LEVEL OF SERVICE IS AT A LEVEL THAT IS NOT GOING TO IMPACT TOURIST BASE. AND PEOPLE THAT LIVE THERE YEAR ROUND. IF WE CAN DO IT UNDER THE COUNTY AND IT MAKES SENSE AND SAVES MONEY I’M ALL FOR IT. THE CURRENT ADMINISTRATION HAS TOLD IN THE REQUEST FOR HIS BUDGET BEFORE THE COUNTY COMMISSIONERS THAT HE’S HAVING A HARD TIME, HE’S LOSING 50 DEPUTIES A AREA. WE HAVE TO WORK HARD TORE KEEP THEM AND GIVE A REASON TO STAY IN ESCAMBIA COUNTY. MONEY, BENEFITS, RELATIONSHIPS. THAT’S REALLY IMPORTANT. PART OF THAT IS THROUGH THE OFFICER TRAINING PROGRAM.
