CHAPTER 19, NAFTA’S DISPUTE RESOLVING MECHANISM ALLOWS COUNTRIES TO WORK OUT DISAGREEMENTS THROUGH A NEUTRAL PANEL. THE AMERICANS WANT TO SCRAP IT, CANADA IS ADAMANT IT STAYS. AND THERE IS THE $20 BILLION DAIRY SECTOR. AND THIS COURT DECISION PROVIDES THE BIGGEST TEST OF THAT ALMOST CAMPAIGN SLOGAN WE’VE HEARD OVER AND OVER AGAIN. PEOPLE IN GOVERNMENT ARE CONCERNED THAT THEY WILL FAIL THAT TEST. ON THE NAFTA FILE, I MEAN THERE IS SOME SORT OF MITIGATED OPTIMISM I GUESS YOU COULD SAY. CAUTIOUS OPTIMISM. IT’S NOT THE WORST-CASE SCENARIO FOR SURE. AND WITH THAT, WE CAN AFFORD TO MOVE FORWARD ON CLIMATE CHANGE, BUT NOT WITHOUT.>>Rosemary: YOU’VE SAID THAT YOU ARE GOING TO LEAVE THE FEDERAL CARBON PRICING PLAN IF IT’S NOT DONE.
